Starting January 1, 2025, the Maryland Solar Access Program (MSAP) will offer grants to Maryland residents, especially those in low-to-moderate-income households, to install solar photovoltaic (PV) systems. This initiative replaces the MEA Residential Clean Energy Rebate Program and provides a larger incentive to help more people access clean energy.
Households who currently have a Solar Installation are not Qualified for MD Solar Access Program
Key Features of MSAP:

Total Funding: $15 million from the Strategic Energy Investment Fund (SEIF).

Grant Amount: $750 per kilowatt of solar capacity (up to $7,500).

Non-Competitive: Grants are awarded on a first-come, first-served basis.

Application Deadline: June 13, 2025, or until funds are exhausted.
Eligibility Requirements:

Maryland residents with household incomes within specific limits (e.g., $128,430 for a one-person household).

The solar system must be installed by a NABCEP-certified professional.

Property owners or tenants with written permission from the property owner.
How to Apply:

Step 1 - Reservation Certificate: Apply before installation with necessary documents (e.g., signed solar agreement, customer disclosure form, property owner’s permission if applicable).

Step 2 - Completion Certificate: After installation, submit documents such as proof of payment and utility approval.
Important Deadlines:

Installation Deadline: Complete installation within 180 days of receiving the Reservation Certificate.

Extensions: Available for uncontrollable delays, if requested within 150 days.
